When the modern departments were created in 1790 to replace the "Ancien Régime," the borders were deliberately chosen to break up France's historical provinces, such as the Dauphine, in an attempt to weaken feudal allegiances, and were set so that any settlement in the country was within a day's horseback, ride of the capital.  Grenoble is the capitol city of the Isere.
